Quick reference

The DPP facts you need most often.

EU DPP registry opens

Economic operators register passports before placing products on the market. Registration requires qualified eIDAS sealing (QTSP onboarding in its final stage). Proof of registration is valid for 90 days.

Battery passport becomes mandatory

Regulation EU 2023/1542 requires a passport for EV and industrial batteries over 2 kWh. The DIN DKE SPEC 99100 profile defines 110 fields.

ESPR delegated acts phase in

Under ESPR 2024/1781, delegated acts extend passport duties to textiles, electronics and furniture between 2027 and 2028. Each act sets the sector's data fields and start date.

The importer carries the obligation

For goods made outside the EU, the importer — not the foreign manufacturer — is the economic operator responsible for the passport. CBAM has been definitive since January 2026.

Passports must outlive the product

Passport data must remain available for up to 15 years, backed by an independent backup provider. Your DPP cannot depend on a single vendor staying online.

Granularity: model, batch or item

Each delegated act sets the level. Batteries need item-level passports with unique identifiers; other sectors may allow model or batch level.

Glossary

Terms you will meet.

DPP

Digital Product Passport. A structured, machine-readable record of a product's identity, materials, compliance and circularity data, reachable from a data carrier on the product.

ESPR

Ecodesign for Sustainable Products Regulation, EU 2024/1781. The framework regulation that makes passports mandatory sector by sector.

Delegated act

A sector-specific EU rule adopted under ESPR. It sets the data fields, granularity level and start date for that product group.

GS1 Digital Link

The standard that turns a product identifier into a web URL, so one QR code resolves to the passport and other product services.

GTIN

Global Trade Item Number. The GS1 product identifier, the base of most Digital Link URLs.

Access tiers

Passport fields are visible to different audiences: public, customs and market surveillance authorities, and legitimate-interest parties such as repairers and recyclers.

Economic operator

The party responsible for compliance for a product placed on the EU market: manufacturer, importer or, in defined cases, distributor.

Authorised representative

An EU-established party appointed in writing by a non-EU manufacturer to carry out compliance duties on its behalf.

QSealC

Qualified electronic seal certificate under eIDAS. Required to sign registry submissions and prove which legal entity issued the passport data.
