# PassPer — EU Digital Product Passport compliance > PassPer builds Digital Product Passports for companies placing products on the > EU market. This file is a curated map for language models: the dates that > actually bind, the open data, and what we will not claim. Everything here is > also stated on the linked pages. Last reviewed 20 October 2026. ## Battery passport — the hard deadline **18 February 2027.** Regulation (EU) 2023/1542, Article 77. In scope: - **All EV batteries** — traction batteries in electric vehicles. - **All LMT batteries** — e-bikes, e-scooters, e-mopeds. **No capacity threshold.** The test is functional, not size: sealed, under 25 kg, providing traction to a wheeled vehicle. A 300 Wh e-bike pack is in scope; a 300 Wh drone pack is not. - **Industrial batteries above 2 kWh.** Below that there is no passport obligation on the industrial route. - **Out of scope:** portable consumer batteries (laptops, phones, power tools) get labelling and collection rules but **no battery passport**. Article 1 covers batteries **incorporated into products** — the importer of a finished machine placed that battery on the EU market, not the cell factory. The record carries ~110 attributes, **94 of them mandatory**, across three access tiers: 82 public, 26 legitimate interest, 2 authorities only. Guidance standard: DIN DKE SPEC 99100:2025. Passports must stay resolvable for the product's regulated lifetime — up to 15 years. ## ESPR — no single date Regulation (EU) 2024/1781, in force July 2024. Obligations arrive **per product group** through delegated acts; there is no one go-live date. First working plan (April 2025): textiles including apparel, furniture including mattresses, tyres, iron and steel, aluminium. First delegated act expected around 2026 (iron and steel), textiles indicatively 2027. Obligations bite roughly **18 months after each act enters into force**. Detergents, paints and lubricants were studied and **not** selected — no dated obligation for them. ## PPWR — packaging, often confused with the DPP Regulation (EU) 2025/40 has applied since **12 August 2026**, no grace period: EPR registration in every member state where packaging is first made available; an **Article 45 authorised representative in each member state where the producer is not established** (this catches EU companies selling cross-border, not only non-EU sellers); an EU Declaration of Conformity per packaging type. **PPWR labelling and QR is not yet triggered.** Article 12 and Annex VII apply 12 August 2028 *or* 24 months after the relevant implementing act, whichever is later — and as of mid-2026 the Commission had not adopted those acts, so the clock has not started. Treat any firm 2028 label specification as speculation. ## Other dates - **EU DPP Registry** opened for registration **19 July 2026**. - Directive 2006/66/EC was repealed **18 August 2025**. - The Omnibus simplification agenda targets sustainability reporting and due diligence — **separate instruments**. It has not suspended Article 77 or the ESPR. ## Open data — CC BY 4.0, free, no sign-up The complete battery passport field list: 110 attributes with access tier, datatype, mandatory status and the DIN DKE SPEC 99100:2025 clause each maps to. - DOI: https://doi.org/10.5281/zenodo.23110971 - JSON: https://www.passper.eu/battery-passport-fields.json - CSV: https://www.passper.eu/battery-passport-fields.csv - Frictionless descriptor: https://www.passper.eu/datapackage.json - DCAT-AP: https://www.passper.eu/battery-passport-fields.dcat.jsonld Cite as: PassPer (2026). *EU battery passport field list (Regulation (EU) 2023/1542, Annex XIII)*, version 2026-08-10. Issued passports do **not** carry a qualified seal today. - **AI extraction proposes field values; a person applies them.** Nothing is published unreviewed. - Penalties are set by member states.
